SOME WAYS OF SERGEANT PERSONNEL OF EDUCATIONAL INSTITUTIONS OF THE STATE CRIMINAL AND EXECUTIVE SERVICE IMPROVING

Summary

Improvement of the selection of candidates for commanding positions is a complex of measures for completing the training course for sergeants from the cadets who, by their personal qualities, are capable to lead an educational unit. This process is carried out during entering company, training gathering and academic education. In the article the author focuses on the following requirements for candidates for sergeants as: demanding towards himself and his subordinates; sociability; the ability to defend interests of a team; readiness to help and support the cadets during the study and service of the day-time duty; adherence to principles. Improvement of sergeants’ commander training means improving their competence for the confident performance of assignments by appointment. The author points out that this work should have a differentiated approach. This will allow more substantiated and rational definition of studying essence, to avoid unnecessary time and other resources expenses, as well as to form its structure clearly, to choose the necessary forms and methods of implementation. The article states that commander training is carried out on educational-planned classes. Their forms are: theoretical, practical, instructor-methodical classes. In the course of the mentioned lessons, systematic and substantive training of sergeants is provided. The author proposes to introduce a training methodological gathering in the process of sergeants’ increasing professional skills. It is determined in the article that in modern conditions, new requirements should be established for the commander’s training, the core of which should be formation of a complex of individual qualities among the sergeants required for cadets’ effective management. The author notes that conscious service discipline, high organization is the basis of the capacity of each unit, without which it is impossible to solve the educational and training tasks. With its help, coordination is achieved, subordination, social assistance is provided. The author has analyzed some areas of sergeants’ activity in strengthening the discipline and organization among the cadets. This is an improvement in disciplinary practice, control over the daily performance of official duties and established rules for wearing uniforms and discipline; maintenance of statutory relations between cadets; organization of training subordinates to the service as a part of the day-to-day work; propaganda among cadets of a healthy way of life; care for improving cadets’ living conditions; providing personal authority. In the article the variant of the model of daily activity of a commander of branch on maintenance of a service discipline is offered. The author proposes to introduce the certification process for the improvement of sergeants. The latter should become a means of improving the efficiency of the sergeants, improve selection, placement and upbringing, stimulate the level of professional training, initiative, creative activity and responsibility for the commissioned business. The article formulates conclusions and suggestions on improving the quality and efficiency of sergeants in educational institutions of the State Criminal and Executive Service of Ukraine.Key words: State Criminal and Executive Service; educational institution of the State Criminal and Executive Service; sergeant personnel of educational institution; Commander of a cadet unit; sergeant personnel improving; sergeants’ commander training.REFERENCES
