The article deals with the problems of an effective system of social protection functioning. It was determined that the existing system of social protection is characterized by inefficiency, centralization, the presence of stable crisis trends, significant shortcomings and contradictions. It is accompanied by dynamics to deepening financial and economic instability, does not meet international standards, its level and quality does not meet the needs of its recipients.It was substantiated that by consolidating the right to social protection at the highest constitutional level, the state, through the bodies of public authority, acts as the guarantor of its realization and the actual holder of socially vulnerable categories of the population. Social protection, as a socially significant phenomenon, plays an important role for citizens who have been subjected to social risk or under certain objective circumstances found themselves in difficult living conditions, since for most of them, state social benefits are the only means of subsistence.Specific proposals concerning the harmonization of the social protection system in the current conditions of financial and economic instability were determined. The strategic task of the formation of the sense of responsibility of the population for the material well-being, the elimination of shadow labor relations, progressive strategic development of Ukraine, adaptation of the European model of public and private partnership, development of mechanisms for attracting extra budgetary financial resources for social needs, development of effective methods for forecasting the needs of socially vulnerable population groups, as well as implementation of decisive reforms in terms of revising the range of people who really need social benefits were substantiated.Key words: social protection, state policy, state social policy, elderly citizens, unemployment, deficit.REFERENCES
