Summary

The article examines the processes of formation and development of public and legal ambush of public administration in Ukraine. Public administration, its content, forms and methods of implementation depend on the basis on which the authorities influence the maintenance of society – dictatorship of class, party, person; administrative management; organizing, regulating influence; creation of conditions for activity of state and public organism; public engagement with civil society. In Ukraine, the socio-economic status, standard of living, observance of rights and freedoms, and security of citizens according to sociological assessments indicate that there is considerable deviation between the needs of the population and the results of the activity of the authorities. In international rankings by major indicators of life, Ukraine ranks last in Europe, although in terms of human potential of natural and raw materials, the territorial location in the center of Europe at the intersection of international transport corridors is much better than many other countries development opportunities. The problem remains the state of regulatory support of the state administration, carrying out administrative-territorial and judicial reforms, improvement of electoral legislation, fight against corruption, administrative pressure on the media, unfair competition, etc. At the same time, there are all necessary and sufficient conditions for democratic change. The experience of developed countries focuses on the need to move from existing forms and methods of public administration to public administration and public management in order to include as many civil society actors in the process of state formation as possible, focusing on publicity, openness, and transparency of government activities.
