Nowadays the State Criminal and Executive Service of Ukraine is in the state of reform. As a result-the turnover of personnel in the State Criminal-Executive Service of Ukraine and the role of their quality have increased. The concept “professional competence” was analyzed in the general, thus the definition of the personnel’s professional competence of the State Criminal-Executive Service of Ukraine was formulated.

We consider selection and training of ordinary and command personnel of the State Criminal-Executive Service of Ukraine to be components of professional competence. The ways of selection and requirements for candidates to the State Criminal-Executive Service of Ukraine were identified. The place of the personnel training system at the State Criminal-Executive Service of Ukraine, features and staff training in the higher educational institution with specific training conditions – the Academy of the State Penitentiary Service were determined and analyzed. In our opinion, more thorough and effective training of the personnel for the State Criminal-Executive Service of Ukraine is possible in particular with regard to cadets and students of higher educational institutions with specific training conditions at the State Criminal-Executive Service of Ukraine, because during studying in such institution, the needs for the State Criminal-Executive Service of Ukraine are taken into account and it influences directly on formation of professional competence required precisely for service and practical professional activity in the bodies and institutions of the State Criminal-Executive Service of Ukraine, taking into account the peculiarities of the service.

Having reviewed current legislation that regulates the procedure and conditions for service of the State Criminal-Executive Service of Ukraine, we identified disadvantages, and therefore we propose to amend the current legislation in order to increase the level of the personnel’s professional competence of the State Criminal-Executive Service of Ukraine.
