The concept of normative legal acts regulating the activities of research institutions

Summary

The article is to study the system of legal regulation of scientific research institutions in Ukraine, analyzed a number of approaches to the definition of «legal act» and «system of regulations».

The term «law» we take in its broadest interpretation, including that it has not only a purely law – legal acts of higher legal force, but legal documents by-character. Thus, although the above period and has not received his legal consolidation, it is actively used in scientific and legal circles. In particular, the authors of the six-volume encyclopedia of legal notices that the law is a system of regulations governing the corresponding social relations. However, scientists emphasize, in Ukraine the above term is used in several senses:

1) in the narrow sense as a system of laws;

2) in a broad sense – a system of laws and regulations, adopted by the Verkhovna Rada of Ukraine, and higher authorities – the Verkhovna Rada of Ukraine, decrees of the President of Ukraine, resolutions and decrees of the Cabinet of Ministers of Ukraine. The above acts develop, specify the relevant laws and operating in Ukraine doctrine should not contradict them;

3) in the broadest sense – a system of laws and regulations of the Verkhovna Rada of Ukraine, President of Ukraine decree, regulations, decrees and orders of the Cabinet of Ministers of Ukraine and regulations of ministries and departments (central authorities), local councils and local state administrations.

System of regulations that regulate the activities of research institutions – a set of government regulations state that establish, alter or abolish the law that arise about the activities of research institutions in Ukraine, taking into account the will and interests of the community through special instruments Legal character.
